I am trying find best practices on maintaining Intranet Organisations charts, if this should be handled by HR from the top down or if providing employees the empowerment to maintain this data themselves i.e. from the bottom up.

We have built a test system that enables an individual to identify who their functional manager is, however our HR department are needing reassurance that this concept has a proven track record and is a recommended method of maintaining organisational charts within an Intranet before they will allow its release.

The principle is that employees identify their functional manager and the application from the data received dynamically builds a Organisation schematic chart.
