How send message without server to targeted workstations ?

hello,
i wonder if it would exist a software able to send message to targeted receivers ?
targeted receivers to warn every workstations and their users that "X" soft won't run today for example.
(A kind of software which could run without my servers, it would be interesting if they would have been out of order.)

Does anybody know softs which can do that ?
