Service Degradation

When users experience extreme slowness in an application while others do not get desired results at all, how do you classify this in ITIL? Is Service Degradation an Outage?

Service Degradation is an Incident.
Incident definition is 'Any event (potentially) causing an interruption to the service or a reduction in the quality of the service (service degradation).
