Measuring Intranet Traffic

Our CIO has asked me to gauge the traffic on our intranet, which averages about 10,000 hits a month, to determine if this is a good number, or we should be driving for increased traffic. As the other intranets at my company do not do any kind of webanalytics, I only have my intranet to compare. Is there a standard, or some sort of way to derive how optimal intranet traffic is defined (i.e. # of users vs. # of hits or visits to the intranet)? Any insight is appreciated.

I'm not aware of any standards for deciding the effectiveness of an intranet other than polling employees and managers to get their opinions.
