help needed..boss at my head

i am a beginner at SPS2003
i have a problem that i have developed a top level site for the portal
i can now see the top level site but not the portal..
i mean i see http://hstbisserver/sites/dummy
but cant see http://hstbisserver it says that i am not authorised to??

also how many users can access a single document in a document library??

sorry to get on all your nerves but one more trivial question??
how to configure advanced search option on SPS2003???
