Dreamweaver forms

Hi, I am building a guestbook for a website. I am using Dreamweaver 4 for that. I don't have the later versions. I would like help on the following things
1) I am planning to use PHP for the server side scripting. Is CGI better?
2) I have apache 2 web server and Windows XP operating system. Does it work?
3) Which database can I use?
Though I have listed some points I am having difficulty in proceeding further. So if anybody knows how to process the forms using Dreamweaver 4, please help .I shall be grateful.
